Description

Historical context:

At its creation in 1830, Belgium was predominantly populated by Dutch speakers but was governed by French speakers, many of whom were Flemish: indeed, the entire Flemish bourgeoisie and nobility spoke French. The Court, the political class, the judiciary, and the business circles expressed themselves in French. Later, the Flemish fought to have their language officially recognized. This struggle was long: it was only in 1898 with the adoption of the Coremans-De Vriendt law, known as the "Law of Equality," that Dutch became an official language.

The Belgian revolution of 1830 led to the defeat of the Dutch army. Despite a brief attempt at a counter-offensive, the Dutch had to relinquish Belgium with the agreement of the major powers who wanted to quickly extinguish a hotbed of sedition like Brussels, teeming with political refugees from all over Europe: nostalgic for the Republic and the French Empire, intrigants belonging to political sects like the Charbonnerie, the last supporters of Babeuf, as well as Buonarotti and Polish survivors of tsarist repression and even South American exiles.
